Just because its a virtual item doesn't make it less valuable. Do you buy food based upon the cheapest most nutritious thing or do you buy things that taste good. You don't even get to enjoy that purchase again you have to keep paying to do that. A virtual item you can enjoy for years or possibly even for life. As stated, all buffs scale with buff duration, they aren't affected by the "% scaling" that people refer to. "The Ruins of Forgotten Castle" is the name of the wider area in which the Howling Crypts and Inferno(?) maps are located - you can see this in the map selection screen. The outdoors Ruins map which is not currently available is also located there. So yeah, you can definitely complete the Beneath the Surface quest.
