Such information is specific to the drop source so you'll want to click on the monster in the Drop Source Table. Once there navigate to the loottable that has Troll Pelt and you will see how luck effects it.

Is it actually 15% drop rate for both modes? Have done more than 10 tries in one day killing the Troll and haven't gotten one yet.

15% drop rate means the chances of not getting one in 10 kills is (1-.15)^10 ~= 20%. I'd say that's unlucky, but certainly not a statistical miracle.

Also note that Luck actually *lowers* the drop chance, so if you're farming for just Pelt specifically, unequip your Luck for the kill or simply don't bring Luck in with you. For some sample Luck->Pelt drop rate values, see Cave_Troll#Loot_Tables -> Quest_Cavetroll_Common -> Select a Luck value above the Loot Summary table -> Rare row

Seems seriously lowered after 2nd to last patch. I had 10 in My inventory and feels like going on a week of not even seeing one

I got one from my second kill and then got chased down and killed by two longsword fighters as a rogue. :l Haven't gotten another since.

Same bro... second kill ever I get a troll pelt - then chased down by a fully buffed cleric. They need to add a static escape there so people that get the kill can actually reap from it. Instead its just like flies to shit

welp, i tested a bit around. i killed about 40 trolls in the past 3 days and ive gotten 7 troll Pelts. I dont think they reduced its chance.
