Drop rate seems to be under 15%. Killed 25 and got only 1, when drop rate suggest around 7 kills for one scrap.

Putting this quest as first quest is stupid, it's too hard to be completed. Therefore you are not going to complete quest for this NPC.

Seting hard quests as first quest for NPC is stupid.
