By editing the source of this page, you can somewhat edit the descriptions that appear in the effects column of the Utilities table.
If an item doesn't have a description here, but you want to add it, copy the format of the others and edit the text as you see fit.
These descriptions are added to the end of the descriptions provided by the backend, so you cannot always change the whole description for now.
Example when description doesn't exist:

Allows one to play Lyre songs, if they have the music memory and songs equipped.
