I did some investigation on a barbarian with War Cry and full vigor equipment in normals.
So using War Cry I have 189 hp and also 19.3% pdr and after Ghost King's Earthquake, I had 92hp left which means 97hp damage so Earthquake truly has about 120 dmg and it is also affected by PDR. When I used Rage instead of War Cry and decreased my PDR to -5% I had 48hp left from 175hp so the damage was 127hp.
