I can't say for certain.
But from what I'm aware of it should work for the Heater shield and the Buckler in at least the way you are describing as the "charge" is really just your shield getting staggered from the attack that lands.
If the impact power from the weapon is too low to cause a medium stagger you will essentially be able to have a multiple attack block.
