Reasonable to assume this Skadoosh, but alas, Ray of Darkness is another exception. The reasoning is because the 'over the entire duration' rule exists for Damage over Times. Flamewalker/Hellfire deal tick damage while your in it, rather than applying a simple DoT once. Since it has 100% scaling, it adds that 10 from staff to each tick.
